Proposal for a Directive on European cross-border associations
On 17 March, the Council Working Party on Sport convened to assess the potential impact of the proposed Directive on European cross-border associations on the sports sector. The proposal aims to facilitate the cross-border movement of non-profit associations, including sports associations, by establishing the conditions for forming and operating European Cross-Border Associations (ECBAs). The European Commission provided a general overview of the Directive’s scope before noting that discussions remain at an impasse due to disagreements among EU Member States regarding the legal form of ECBAs.
If the Directive is adopted, it would create opportunities for sports organisations at the national level to legally incorporate as European Cross-Border Associations (ECBAs), which may facilitate movement between Member States.
Member State representatives also discussed the proposed amendments to the draft Council conclusions on an integrated approach to sport and physical activity in the education context. As reported before, ENGSO is contributing to the draft report by sharing its expertise on sports education.
