Parliamentary question on transgender athletes competing in women’s sport category

Members of the European Parliament (MEPs) of the European Conservatives and Reformist (ECR) group submitted a written question regarding the participation of transgender athletes in women’s sport. They referenced recent developments in US university sports and asked whether the Commission would consider launching a European initiative to assess the impact of transgender participation in women’s competitions. In its response, the European Commission reiterated its commitment to equality and inclusion and to the principle of sport autonomy. Commissioner for Intergenerational Fairness, Youth, Culture and Sport, Glenn Micallef commented that decisions regarding eligibility criteria remain the responsibility of each sport and its governing body. He also referred to the  IOC’s Framework on Fairness, Inclusion and Non-Discrimination as a guiding reference for federations and mentioned the European Union’s general effort for equality through the Gender Equality Strategy 2020-2025 and the LGBTIQ Equality Strategy 2020-2025. ENGSO EWS published a learning document on the inclusion of trans women in sport in 2022 and advocates for transparency and dialogue to carve a path toward full inclusion, fairness and safety and urges sport federations and public authorities to map and prevent the negative and irreversible impacts on the lives and rights of women and girls before publishing new limitations.
