EU and Council of Europe strengthen protections for LGBTIQ+ and intersex people in sport
The newly published LGBTIQ+ Equality Strategy 2026–2030 includes a dedicated initiative to tackle hate speech in sport. Through the Open Method of Coordination group on “Fight against hate speech in sport,” created under the EU Work Plan for Sport 2024–2027, the Commission will bring together Member States and stakeholders to exchange good practices and develop guidance to ensure that sporting environments are inclusive and safe for everyone, including LGBTIQ+ athletes.
In parallel, the Council of Europe has introduced its Recommendation on Equal Rights for Intersex Persons. The Recommendation urges member states to put in place comprehensive protections against discrimination based on sex characteristics across all areas of life. Sport is explicitly addressed: governments are called on to ensure that intersex people can participate at every level—recreational or professional—without facing extra requirements such as medical testing or interventions. The text also calls for human-rights-based sports regulations, close cooperation with sporting bodies when developing eligibility rules, and accessible remedy mechanisms for athletes.
Together, these initiatives signal a significant step toward making sport a space where LGBTIQ+ and intersex individuals can engage freely, safely and equally.
