EU Commission announces proposal for Multiannual Financial Framework 2028–2034
On 16 July, the European Commission unveiled its proposal for the Multiannual Financial Framework (MFF) 2028–2034, setting the direction for the EU’s long-term spending priorities. A central element for the sport sector is the continuation of Erasmus+ as a standalone programme, with a proposed budget increase from €26.2 billion to €40.8 billion. The Commission emphasises inclusiveness, solidarity, and the European Sport Model, with specific references to strengthening grassroots sport through voluntary activities, broader participation, and actions that support cohesion, equality, and healthy lifestyles. New initiatives, such as the Sport Collaborative Alliance under “Partnerships for excellence and innovation,” alongside expanded mobility opportunities for athletes, coaches, and sport staff, are also foreseen. Importantly, simplification measures are planned to make the programme more accessible for smaller organisations, which could significantly improve grassroots engagement.
While details on sport-specific allocations remain pending, the proposals highlight the importance of recognising grassroots sport as a driver of social inclusion and resilience across Europe—an approach ENGSO explicitly advocated for in its MFF position paper by calling for stronger recognition of grassroots sport and improved accessibility for sport clubs. The Commission also suggests stronger international and cross-sectoral cooperation, including opportunities for candidate and third countries, which could further enhance grassroots exchanges. Negotiations between the EU institutions are expected to continue until mid-2027, with the Parliament already voicing concerns over aspects of the budget structure. For grassroots organisations, the coming years will be crucial to ensure that the increased Erasmus+ resources translate into accessible, fair, and sustainable funding opportunities.
