On 1 September, the European Parliament’s Committee on Culture and Education (CULT) reviewed its draft Opinion on the 2026 EU budget, voicing strong opposition to the Council’s proposed cuts. Members stressed that reducing resources would harm a field already lacking sufficient support, despite its key role in society, particularly for young people. The Opinion calls for stronger investment in culture, education, sport, creative industries, and mobility, underlining the importance of transparent and effective funding to widen access, foster innovation, and ensure equal opportunities across Member States.

Meanwhile, the Budget Committee (BUDG) confirmed that essential citizen-oriented programmes—including Erasmus+, Horizon, and EU4Health—should remain protected from budget reductions. These flagship initiatives are seen as central to citizens’ well-being and long-term development. BUDG will proceed with votes on amendments and the budget resolution in October, ahead of a final plenary vote and adoption expected at the end of November.
