The Culture Compass for Europe: a new initiative by the EU Commission
On 12 November, the European Commission introduced a new strategic framework for European Union cultural policy, titled the Culture Compass for Europe. The document outlines long-term policy priorities and aims to strengthen links between cultural policy, economic development, technology, external relations, and regional cooperation.
Survey data indicates that 87% of Europeans view culture as an important component of Europe’s future, and 87% believe it should have a central role in EU policymaking. This suggests broad public expectations for a more coordinated EU-level approach to cultural policy, including professional conditions, innovation, digital transformation, international cultural cooperation, and regional exchanges.
The framework defines four policy focus areas: cultural identity and belonging, support for artists and cultural sectors, innovation and competitiveness in the cultural and creative industries, and international cultural relations. These priority areas signal directions for future initiatives, such as the planned EU Artists Charter addressing working standards and contractual transparency, a new European Prize for Performing Arts recognising achievements in performing arts, and a sector-specific initiative outlining the use of AI technologies in cultural and creative fields.
Additionally, the framework references regional cooperation through the Mediterranean. The document includes a provision for a Euro-Med initiative linking culture, sport, and tourism under the Pact for the Mediterranean, which aligns with broader European Commission regional policy planning.
